Request for Proposal (“RFP”) - Evaluation Services

 

Background

 

JA (www.jaeurope.orgis the largest non-profit in Europe dedicated to preparing young people for employment and entrepreneurship. JA Europe is a member of JA Worldwide which for 100 years has delivered hands on, experiential learning in entrepreneurship, work readiness and financial literacy. Last school year, the JA network in Europe reached almost 4 million young people across 40 countries with the support of nearly 100,000 business volunteers and over 140,000 teachers/educators.

 

JA developed new experiential learning experiences for children age 8-14 years and 15+ to expose them to key foundational skills (identified in the Accenture New Skills Now report) to address the global issue of preparing students in today’s fast-evolving digital economy with the core knowledge and skills necessary to be successful in their next phase of school and in their first jobs.  Three different programs have been (re)developed:

  • JA Our Community introduces students to the habits necessary to be a contributing member of a community. They learn skills that prepare them for the working world, while learning how money flows in an economy, and how communities thrive.  
  • JA Economics for Success prepares students to enter the world of work by recognizing their personal interests, skills, and strengths and inspiring them to think about types of job and potential career opportunities. Students also learn about the financial considerations required to position them for their next step as a successful worker.  
  • JA Tools for Success are self-guided modules that have a sharp focus on a specific skill or competency. Modules allow for successive and/or iterative touch points that will be usable with many JA programs in different age groups.

These programs will be implemented in 15 different countries across four JA regions (Americas, Asia-Pacific, Europe and USA) reaching more than 300,000 students, teachers and volunteers.

Scope of Work

JA Europe is seeking a consulting firm or organizations, institutions with significant expertise and experience in research and evaluation to design and conduct a comprehensive global Summative Evaluation to measure the impact of the newly developed programmatic offer. Impact focus will include measurement cohort analyses of:

  • Subject matter knowledge gain by participants by program
  • Positive attitude change of participants towards the subject matter by program  
  • Commitment of participants to implement subject matter skills obtained in the program

Activities and Deliverables

 

The table below outlines overall project activities, deliverables, and timeline however applicants are invited to propose changes aligned with different research approaches proposed.

 

ACTIVITY LEAD  TIMELINE

 1. Develop a theory of change

  • Review programs’ learning objectives and content 
  • Conduct a set of semi-structured interviews with different stakeholders that will help scope an initial draft 
  • Co-creation workshop with JA organizations (also used as data collection on implementation methods; context, target population, etc.)

 2. Design evaluation methodology

  • Provide insights on techniques to be implemented for collecting and analysing research such as:
    • Determine strategies for collecting information that is numerical, visual, auditory, or narrative  
    • Participant randomisation vs controlled study methods 
    • Focus groups vs 1:1 interviews for stakeholders 
    • Methods applied for analysing collected details and analysis measurement -  ie. employ systematic processes to examine different types of data and derive interpretative scheme
  • State specific research questions that describe purpose of Summative Evaluation. 
  • Specify measurement model, e.g., Change, Achievement or Comparison, CTs, RCTs 
  • Determine population focus of evaluation, e.g., students, educators, and/or volunteers 
  • Determine breadth of evaluation, e.g., number of students and other target

3. Develop data collection tools

  • Develop knowledge items that are explicitly linked to learning objectives for each session of program 
  • Develop attitude items that are representative of desired and expected attitude change 
  • Develop analysis plan based on measurement model, research questions and items 
  • Develop survey protocols/instruments

 4. Data collection (including translation)

 JA  August 2022 - July 2023

 5. Data analysis & report recommendations (interim and final)

  • Include at least two iterations of local and global reviews (following regional implementation)

Timeline

 

The activities should start on 1 March 2022 and finalised by 30 December 2023.

 

 

  • RFP issued December 15th, 2021 
  • Proposal Due – January 15th 2022 
  • Potential Consultant Interviews , February 1st – 8th 2022 
  • Contract Execution March 1st 2022 
  • Deliverable #1 Sign –off May 30th, 2022 
  • Deliverable #2 and #3 Sign -off July 29th 2022 
  • Deliverable #5 Sign -off interim March 31st 2023 and final December 22nd 2023

Elements of the Proposal

A submission must, at a minimum, include the following elements:

 

  • A brief description of the history and organization of the bidder’s firm. 
  • A description of at least three (3) similar projects completed by the bidder within the past three (3) years. Include personal references with contact information for each. 
  • Qualifications, background and experience of the staff proposed to work on the project.  
  • A general description of the techniques, approaches and methods to be used in completing the project.  
  • A description of the chronology for completing the work, including a time line and deadlines for each task. 
  • A detailed cost proposal (80,000€- 100,000€ excluding VAT) including disaggregation of the LoE of each team member.

 

Evaluation Criteria

 

The following criteria will be used in reviewing and comparing the proposals. The weight to be assigned to each criterion appears following each item.

  1. Responsiveness of the proposal to the submission requirements set forth in the RFP (10%).  
  2. The technical ability, capacity, and flexibility of the bidder to perform the contract in a timely manner and on budget, as verified by, e.g., the quality of any demonstration, client references, demonstrated success in projects with similar requirements and any other contracts (50%).  
  3. The total cost of the proposal solution based on disaggregated level of effort (30%)
